Yes it does. Since the temperature of the water mattes when you make the tea, pree heating the cup is a good idea. Or else the temperature will drop too quickly

Okay, is pouring hot water into the cup the best/easiest way to preheat it or are there other ways? What if you have several guests?

Yes it normally is.

If I have several guests, I normally pour hot water in the teapot first and then pour the hot water from the teapot to the cups. In that way both get heated.
